    Default League Rules

    Rumbl’n Bumbl’n Stumbl’n Dynasty Football League





    I. League Layout and Overview

    -- 16 Team Head 2 Head Dynasty Fantasy Football League
    -- Auction Style Drafts
    -- Player Contracts and Salary Cap (Auction Values used for Salaries)
    -- 9 Starting Players, 8 bench players - 2 Injured Reserve, 2 Taxi Squad (Player Development) spots
    -- Free-Agent System based on Blind Bid Waivers, then First Come First Served
    -- Money League with $125 entry fee per season per owner
    -- No League transaction fees

    Each Team Owner is required to meet the basic guidelines of ownership in this league:

    ----- Attendance of all League AUCTIONS/DRAFTS.
    ----- Required to pay League Fees ($125) by the agreed upon date.
    ----- Required to submit legal lineups each fantasy week.
    ----- Required to maintain their team according to league rules.
    ----- Required to meet all submission deadlines on time.

    Failure to comply with the above basic guidelines of ownership would constitute your team being considered 'dead' and will result in expulsion from the league, without a refund of fees, and your team will be replaced. As a rule, once you pay your entry fees and draft, there will be no refunds paid back if you decide to leave or want out of the league so that a new owner can easily be found.

    Each team must have their starting lineups submitted on the website prior to their respective actual NFL game. If the owner is having difficulties, they are required to submit their lineups to the commissioner.

    ***NOTE*** If an owner fails to submit a legal lineup for a week, they will be given a WARNING. If that team then misses a second week in a row of submitting a legal lineup, that team will be considered ‘dead’, and that owner will be expelled from the league and his team replaced with a new owner. If an owner misses three (3) lineup submissions during a season, it will be grounds for automatic expulsion from the league.



    II. Rosters

    Every team will have a Roster containing a total of seventeen (17) active players. You must maintain exactly 17 total active players at all times on your roster (not including Taxi Squad or IR players). Owners will select their starting lineup each week from those 17 players. Taxi Squad players will not be able to start unless called up to your active roster.

    ***NOTE*** Unbalanced trades may cause you to go over the 17 player limit. You will be required to correct your lineup to the mandatory 17 players by the start of the first game of that week the trade was completed in. Any team that does not correct their lineups by the start of the first game, will receive an ‘illegal lineup’ for that week and receive zero points. You may carry more or less than the 17 players only during the Off Season, as long as your roster is corrected by the first game of the year.

    All starting lineups will consist of the following:

    - 1 Quarterback (QB)
    - 1 Running Back (RB)
    - 2 Wide Receivers (WR)
    - 1 Tight End (TE)
    - 2 Flex (RB,WR,TE)
    - 1 Kicker
    - 1 Defensive/ST Unit


    With the 2 flex positions of extra RB,WR,TE, this will give you a possible combination of starting each week either 1RB,4WR -or- 2RB,3WR -or- 3RB,2WR -or- 1RB,3WR,1TE -or- 2RB,2WR,1TE. All owners will have 8 bench spots which can be distrubuted at any positions the owner chooses, so long as your starting lineups are legal with the minimum starting requirments listed above.

    Please note that, throughout the regular fantasy season, your overall roster is not restricted to a specific number of players at each position. You can carry, in reserve, as many as, or as few players at each position as you like as long as your starting lineup requirements are met and your overall roster maintains the mandatory 17 total active players.

    ***NOTE*** All Rosters will be ‘frozen’ at the start of the first game of Week 14 until the deadline for RFA’s to be declared (Pre-Season) of the next season. The day after the NFL Super Bowl, the League will be considered in ‘Off-Season’ and all player contracts will roll over by 1 yr. The deadline given for the submittance of RFA’s will be considered the start of ‘Pre-Season’. The day after the Free-Agent Auction Draft will be considered the start of ‘In-Season’.



    III. Schedule/Playoffs

    The RBSFL is made up of two (2) Conferences. The AFC – American Fantasy Conference, and the NFC – National Fantasy Conference. The league is further divided in to Four (4) Team Divisions, Two (2) Divisions per Conference. So, it will look like this: AFC – Rumbl’n Division, AFC – Bumbl’n Division, and, the NFC – Stumbl’n Division, NFC – Fumbl’n Division. These divisions will never be changed, unless by a league vote.

    Teams will play a 14-Week Head to Head Schedule to make up the RBSFL regular Fantasy Season. Each team will play it’s division opponents twice, once at the beginning of the year, and, once at the end of the year. In the middle of the season, each team will play the other teams in their conference once, and two teams from each of the Non-Conference Division once. Wins and losses are the #1 determination of record in this league. Tie breakers will be determined as follows:

    Ties in the Division Standings are broken by:

    (1) Head to Head
    (2) Divisional Winning %
    (3) Conference Winning %
    (4) Total Points Scored

    Ties in the Conference Standings (Wild Card Teams) are broken by:

    (1) Head to Head
    (2) Total Points Scored

    If there was no Head to Head matchup for Non-Conference Tie Breakers, then Total Points Scored for the season will be used. Conference Tie Breakers are only needed to determine overall seeding for the purposes of Prize Money distribution.

    At the conclusion of Week 14, Eight (8) Playoff teams are determined. The seeds will look as follows:

    Week 15 - #1 AFC Top Division Winner -vs- #4 AFC 2nd Wild Card Team
    - #2 AFC Division Winner -vs- #3 1st AFC Wild Card Team
    - #1 NFC Top Division Winner -vs- #4 NFC 2nd Wild Card Team
    - #2 NFC Division Winner -vs- #3 1st NFC Wild Card Team

    Week 16 – AFC Champion –vs- NFC Champion
    Week 17 – RBSFL Super Bowl



    IV. Injured Reserve

    Each team will have two (2) spots designated for Injured Reserve (IR). A Player on IR does NOT count against the teams Roster number, or against the Teams Salary Cap. In order to place a player on Injured Reserve, that player(s) must be declared on Injured Reserve by the Official NFL Injury Report per NFL.com. Once you place a player on IR, they must remain on the IR for the remainder of the current fantasy season. Once a player is on the IR, the owner may acquire a free-agent to fill the empty spot on the main roster (in accordance with acquisition rules).



    V. Auction Draft

    Each teams Cap Space will determine the maximum amount they can spend during the auction. Every year, each team must end up with 17 total active players in the Auction. NO EXCEPTIONS. The lowest value that a player can have is $1. All owners must be present for the Free-Agent Auction. At the completion of the Free-Agent Auction Draft, each owner must have the minimum starting lineup requirements met from the 17 total players.

    The Draft Order (nominating order) for the League Free-Agent Auction Draft will be based on the final Power Rankings determined by the MFL site from the season before. The last GM on the Power Ranking order will nominate first, then the next to last will nominate second, and so on.



    VI. Free-Agency

    Beginning with the first transaction period following the conclusion of the Taxi-Squad Draft, through the end of the regular fantasy Season, Free-agents in the free-agent pool may be signed without limit.

    Each week the first possible way to pick up Free-Agents will be used by a Blind-Bidding system run by the league software on MFL to put bids in on players. The League software will process these waivers at, or around 9 pm on Wednesdays. At, or around 9:15 pm, Free-Agents will then be available on a First-Come-First-Served basis unil the start of the first game of that week. Teams can NOT make transactions that would put their team over the $500 salary cap. All players who are claimed off of First-Come-First Served waivers will have a default salary of $1.



    VII. Salary Cap

    RBSFL will be using a hard salary cap for the league. The salary cap for the League will be $500. At no time for any reason can a team exceed this $500 salary cap. Player Salaries will be determined by the bid they were won for during the auction, or by a winning Blind Bid waiver. Example - Adrian Peterson goes to ‘Team A’ during the auction for $135. This means that Peterson's salary will be $135 and ‘Team A’ will have salary cap space of $365 left for the rest of his players. Each owner must allocate money for all 17 player spots to not exceed the $500 salary cap. The only way a teams Salary Cap limit will change is if they have Cap Penalties for releasing players early.



    VIII. Contracts

    RBSFL will have contract years for all players. Once an owner has won a bid on a player, that player must be signed to a contract. Player contracts will range from a 1 yr minimum to a maximum signing of 5 yrs. Each team will have contracts that total up to no more than 40 yrs and no less than 17(1yr for all players). At no time can the owner exceed the 40 yr limit. If a player has a contract for 1 yr, that player will automatically be released at the end of the season and back into the Free Agency Pool, unless declared as a Restricted Free Agent. If an owner gives a player a contract for 3 years, that owner will have rights to that player for the next 3 years at their auction price. Example ‘Team B” Drafts Jay Cutler for $45 and gives him a contract of 4 years. This means that for the next 4 fantasy seasons Jay Cutler will be on “Team B’s” roster and will count $45 against the cap each year.

    There are Salary Cap Penalties for cutting a player before his contract ends. See Cap Penalty Chart below. The only exception is that you are allowed to cut players DURING the season (which is considered after the Free-Agent Auction Draft until when rosters are frozen at the start of Week 14) that has 1 yr left on their contract with no penalty. If a Team cuts a player with multiple years left on their contract, that team will be penalized against their cap for every year left on the contract.

    ***NOTE*** If you drop a player with one (1) year remaining on their contract before the Free-Agent Auction Draft, then your team will accrue the cap penalty for the upcoming fantasy season since it is still considered the Off-Season. Any player picked up thru waivers has a default contract of 1 yr.


    ***Cap Penalty Chart***

    IF the player has a salary between:

    $1 - $50 ---------- the penalty is ----- $15 per year of contract
    $51 - $100 ------- the penalty is ----- $25 per year of contract
    $101 - $150 ------ the penalty is ----- $35 per year of contract
    $151 + ----------- the penalty is ----- $45 per year of contract


    Example:

    After the fantasy Auction this was "Team A’s" roster

    QB P. Manning $105 3yr

    RB C. Johnson $49 1yr

    Total $441 = $59 Cap Space 33yr = 7 yr under the max



    IX. Contract Extensions

    We will use a "Restricted Free Agent" System to give owners a chance to have the rights to a player with an expired contract on his team to extend his contract. This allows the market to determine the value and the current owner to decide if he/she wants to pay it. We will allow up to two (2) RFA's per team, per auction year. Each owner must turn in their RFA's, if any, to the commissioner by the deadline.

    Once a player’s contract ‘rolls over’ at the start of our Off-Season (after the NFL SuperBowl) to zero, his contract is up with his current team, which means he will be released into the Free-Agent Auction pool. Owners can declare this soon to be free-agent as a Restricted Free Agent, giving them a chance at keeping them. A deadline of May 14th will be used each year as the deadline for owners to declare their RFA’s.

    Official bidding on these players will start from May 15th, at 6:00 p.m. CT (to give the Commish time to input all of the RFA's up on the forum) , until May 29th, at 12:00 a.m. CT midnight, or two weeks. A Forum here on this site will be set up to list all Restricted Free-Agents that have been declared for the upcoming season. Owners bid on Restricted Free Agents by posting their bids in the thread allocated to that player. The 'time stamp' from each post will be used as the official clock, meaning this site's clock will be used as the 'official' time.

    ***NOTE*** An owner can bid on as many players in the RFA Auction that they want, so long as that owner has the roster spots (and if not, what player they would drop to take on another in that players place), and, are within the salary cap of their team (otherwise who they would drop to put them under the salary cap). The commish will govern this during the Auction and take action with any owner that makes any bids that would put them over, and make sure to cancel out their last action(s) after that point where it would have put them over.

    There will be two ways that bidding can end on an RFA. First, bidding on an RFA will be considered FINAL if 48 hours have elapsed since the last bid was placed on that player, or, the Deadline has been reached of May 29th, at 12:00 a.m. CT midnight. The '7-Day Rule' will also be applied towards ending the bidding on a player, meaning exactly 7-days from the first bid on a player, the highest bidder at that point will win that player (this will stop owners from waiting until right before the 48 hours is up before placing a bid on a player and dragging out the process - for instance, Matt Forte has a $1 bid placed on him, and another owner waits until the 48 hours is almost up to bid $2 on that player which could drag out the bidding process).

    Once bidding is final on an RFA, the team holding the RFA's rights can match the highest auction bid for that player and retain his services. Otherwise, the highest bidder will gain the player on his team. Contract years at that salary will be given out by the deadline to have contracts in (commish will confirm dates each season). No team owner can place a bid on one of it's own players. After the RFA Bidding Auction is finished, If no one bids on an elected RFA, his salary will remain the current salary he ended his contract as, which means they will either be re-signed at the previous season's salary by their current owners, or dropped from their rosters alltogether and become Unrestricted Free-Agent players (dumped back into the Free-Agent pool). If an owner declares a player as an RFA, and that player is NOT bid on during the Auction, and the owner that declared them decides to drop them, they will still incur a cap penalty based on the League’s Cap Penalty Chart for the upcoming season. The RFA rights-holder must declare his intention to match the auction price by posting under that player's thread within 48 hours of the bidding on that player going final (i.e. Chad Johnson's time expires at 12:00 pm CT and the highest bidder wins. The Controlling rights owner will have until exactly 12:00 pm CT two days after to match it, or lose him to the high bidder).

    The rights-holder may NOT violate any rules (such as salary cap or roster requirements, for example) in retaining the RFA. Whereas, an owner bidding on multiple RFAs may NOT bid on more than one player if those players would put that owner over the salary cap if he won the bids. An owner may only bid on players up to the money that he has available to spend. If that owner 'overbids' on a player, two things will happen, first, the last bid that the owner placed that put him over his cap would be voided, and the previous owner that held the high bid on that player would then be declared as the 'highest' bidder again, and second, the owner that over spent will lose $10 salary cap for that season as a penalty. If no team bids on the player during the RFA auction period, the RFA rights-holder can keep that player at his current salary if he wishes to keep him, otherwise he will be released into the free-agent pool.

    ***NOTE*** The only way an owner can 'overbid' with more money than he has to spend on an RFA is if he places a 'Conditional Bid'. A conditional bid will be where an owner places a bid on an RFA with the condition that if he wins that bid, putting him over the money he has to spend, he would drop a player in order to keep him under the salary cap. The owner MUST declare the player that he would drop with the conditional bid - an owner will not be allowed to just say that he will drop any player if he wins the bid, he must declare the player he wishes to drop for it to be official.



    X. Taxi Squad

    A Taxi Squad is the same thing as a Practice Squad. It is for players who you believe are going to turn into studs or great fantasy players with some time. Each Team can only have two players on their TS at any given time. You do NOT have to fill these two spots, you may use at your discretion whether you choose to fill both spots, one spot, or none, so long as you are under your salary cap. After the Free-Agent Auction is over, a time and date will be set for a two (2) Round ‘Snake’ (serpentine) Draft for TS players. The Draft Order for this Draft will be the reverse order of the nominating order from the Free-Agent Auction Draft. A 12-Hour time clock will be used for all picks. If you let your time expire for that pick, you lose it, their will be no make-up pick at the end of the Draft. Any players left over in the Free-Agent pool are eligible to be drafted on your Taxi Squad.

    You can ‘pass’ when it is your turn to select a TS player in the Draft, but, once you pass, you are out of the Taxi Squad Draft for good, and can NOT return the next round. You can NOT trade TS Draft picks. You must either draft in your position, or pass. Once you post your selection in the Draft Room, it is FINAL, no exceptions. So, please be absolutely sure that is the player you want to select before hitting the submit button.

    Any player drafted on to your Taxi Squad MUST have a contract given to them of at least 3 years, and no more than 5 years. All TS players drafted will have a salary of $1. At the beginning of the next season after drafting them, that player MUST be moved up to your active roster. If you cut that player, you will be subject to any regular cap penalties. During the season, you may promote a player from the Taxi Squad to your active roster, and at the same time, you may demote a player from your active roster to the TS, SO LONG AS the player you are demoting is in the first year of a contract that is 3 years or greater. Taxi Squad moves are allowed throughout the regular fantasy season.

    ***NOTE*** Taxi Squad players DO count against your teams cap totals, but, do NOT count towards your required 17 total active players on your roster.



    XI. Trades

    Regular season trades may be made at any time from the conclusion of the Free-Agent Auction Draft until kickoff of Week 14. Off-Season trades can be made at any time from the start of the Off-Season (the day after the NFL Super Bowl) up to one week prior to the Free-Agent Auction Draft. Owners may NOT trade a player after the start of the Off-Season that has ‘zero’ remaining years on his contract. Once the Off-Season starts and contracts roll over, that owner no longer has the rights to trade a player with zero years remaining on his contract. Their is no voting period for trades, any accepted trade is processed immediately. Owners are given full discretion if they feel a trade fair for their team or not. An owner is required to fix his roster to comply with league requirements due to any off balance trades.

    Teams are not allowed to make trades involving future considerations, players-to-be-named later, salary dollars, or that would put them over the $500 Salary Cap limit.

    All trades are subject to review by the commissioner. If the commissioner deems a trade unacceptable to maintain league integrity, he will veto the trade and the players involved will return to their respective teams.



    XII. Scoring

    This league uses an actual decimal system for scoring. Ties are counted as ties during the regular season. If there is a tie in the regular fantasy season, or during the post season, HOME team wins. The following is the scoring system for this league:

    QB/RB/WR/TE/K

    - Passing TD’s = 4 points each
    - Passing Yards = .05 points per yard
    - Passing Int’s Thrown = -2 points each
    - Passing 2 Pointers = 2 points each
    - Rushing TD’s = 6 points each
    - Rushing Yards = .1 points per yard
    - Rushing 2 Pointers = 2 points each
    - Receiving TD’s = 6 points each
    - Receiving Yards = .1 points per yard
    - Receiving 2 Pointers = 2 points each
    - Length of FG Made 0-80 = .1 for every 1 yard
    - Length of FG Missed 0-29 = -3 points each
    - Length of FG Missed 30-39 = -2 points each
    - Length of FG Missed 40-49 = -1 points each
    - Extra Points = 1 point each
    - Extra Points missed = -1 Points each
    - Number of Punts returned for TD = 6 points each
    - Number of Kickoffs returned for TD = 6 points each
    - Fumbles lost to opponent = -2 points each
    - Receptions for WR or TE ONLY = 1 point each
    - Receptions for RB ONLY = .5 points each

    ***NOTE*** It is possible for offensive of players to have negative points

    Defensive Team/Special Teams Unit

    - Any Defensive TD = 5.5 points each
    - Any Defensive Turnover, Block, or Safety = 3.5 points each
    - QB Sack = 1 point each
    - 0 Total Points Allowed = 12 points
    - 1-3 Total Points Allowed = 8 points
    - 4-10 Total Points Allowed = 4 point
    - 11-20 Total Points Allowed = 0 points
    - 21-28 Total Points Allowed = -4 points
    - 29-40 Total Points Allowed = -8 points
    - 41+ Total Points Allowed = -12 points



    XIII. League Prizes

    The league prizes will be paid out as follows:


    $125 Entry fee X 16 owners = $2000
    Site Fee = - $79.95
    Total = $1920.05

    -League Champion: $225
    -League Runner-Up: $150

    -#1 Conference Champion: $225
    -#2 Conference Champion: $200
    -#3 Division Winner: $175
    -#4 Division Winner: $150
    -#1 Wildcard Team: $125
    -#2 Wildcard Team: $125
    -#3 Wildcard Team: $100
    -#4 Wildcard Team: $75


    -Team with the highest score each week during the regular season receives $25
    $25 X 14 Weeks = $350

    All Prizes will be paid out by the commissioner the day after the conclusion of the season.



    XIV. Responsibility and Governance

    The commissioner is empowered to interpret the rules.

    An illegal player move made by a league member will be nullified. For an illegal draft pick, the player will be immediately released back into the free agent pool. For an illegal roster move, the transaction will be nullified and any affected statistics will be recalculated back to the date of the offense.

    Approval for participation in the RBSFL will be determined by the commissioner. Three recorded complaints received by the commissioner against any participant, for rule violations, or behavior not in the best interest of the league, will be grounds for termination from the league either immediately or at the conclusion of the season. No fees reimbursement will be required for expulsion from the league.

    Any issue not covered by this constitution will be determined by the commissioner in the best interest of the league, until a suitable amendment can be ratified by the league in the off season. Each franchise will be given the chance to suggest up to three new amendments. The commissioner will then review and determine which proposals are suitable for vote (make sure the amendment is compatible with the league; not if he agrees or disagrees). The league will vote on these amendments. Any amendment must be ratified by a vote of 10 out of 16 teams. These changes will then appear in the “Amendments” section of the league constitution and will be named after the owner who suggested it. This would then conclude the policy changes for the year.
